Campus-Wide Requirements — OSHA Vermin Control, Public Places, and Pesticide Licensing

Three documents reach past any one zone.

OSHA 29 CFR 1910.141(a)(5)

Every enclosed workplace is to be constructed, equipped, and maintained, “so far as reasonably practicable,” to prevent the entrance or harborage of rodents, insects, and other vermin, and “a continuing and effective extermination program shall be instituted where their presence is detected.” Utah incorporates it through R614-1-4.A.3. It protects employees in enclosed buildings that are permanent places of employment; whether UOSH covers a state university is an open question.

Utah R392-800, General Sanitation in Public Places

For places open to the public, including “state, county, or municipal institutions” and public buildings, auditoriums, libraries, museums, concert halls, indoor arenas, and meeting rooms: “any reasonable means shall be employed to eliminate or control infestations of vectors or pests,” and an operator may be required to abate an infestation. It gives way to a more specific R392 rule, such as the food service rule for a kitchen. Which campus buildings it reaches is an open question.

Utah R68-7, Pesticide Control Rule

The structural category names “educational institution.” Contractors must record each application within 24 hours and keep the record at least two years. University staff applying restricted use pesticides need a non-commercial license.
