Every fact published on this reference is sourced to a primary authority and rated for source confidence. The same methodology governs the companion Healthcare Pest Reference and Corrections Pest Reference.

Source Tier Hierarchy

Tier 1 — Authoritative

Statutes and regulations; the published standards and policies of the agencies that fund, inspect, or license a campus activity (USDA, FDA, CDC, NIH, OSHA and state plans, state departments of health and agriculture); and the Entomological Society of America Certification Corporation for matters relating to the Board Certified Entomologist credential. Tier 1 sources are quoted directly.

Tier 2 — Recognized Authority

Accrediting and professional bodies, and peer-reviewed literature. Where a Tier 2 document is copyrighted, such as the Guide for the Care and Use of Laboratory Animals, it is recorded by identifier and summarized, and its text is not reproduced.

Tier 3 — Reference Only

News coverage, trade press, law-firm summaries, and vendor material, used only to locate a Tier 1 or Tier 2 source.

Source Confidence Ratings

HIGH Confidence

The verbatim text was read from the issuing body's own publication and checked by extraction.

MEDIUM Confidence

The text was read from an official mirror or a documented capture because the issuing body's host blocked automated reads. The page discloses the limitation.

Verification Discipline

Every claim is treated as unverified until it has been read in the primary source. Before publication, every block quotation on the site is checked by script against the saved source file it was copied from. A page publishes only what its source says; where a source is silent on a question a reader will ask, the page says the question is open.

Facts about institutions, such as which company runs a dining program or which charter school sits on a campus, are taken from the institution's own published pages and are not quoted as regulation. Campus child care license types are taken from the state's provider records, read September 25, 2026.

Corrections Made During Verification

• Utah pesticide application records. Commercial application records are R68-7-11(11), not R68-7-16. R68-7-16 covers pesticide business duties, including display of the business license number.
• Utah school pest management. The current rule has no subsection R392-200-7(12). School pest management is R392-200-18, and the rule's current title is “Sanitation and Safety of Schools.”
• Utah higher education statute. Title 53B was renumbered effective October 14, 2025. The current title is 53H, Higher Education.
• BMBL's IPM item. It is a standard microbiological practice at every level, not a special practice.
• The Guide's coordination language. Pesticide use is to be coordinated with “the animal care management staff,” not the veterinarian as first drafted.
• NIH Guidelines, BL3. The item reads “an insect and rodent program,” without the word “control,” and is quoted as printed.
• USDA pest paragraphs. The guinea pig and hamster paragraph is §3.31(c), not (d).

Open Questions Under Verification

Until a question is closed against a primary source, no page on this reference asserts an answer to it.

• R392-800 and specific campus buildings. Which university buildings are “public places” under R392-800, including whether a residence hall is.
• Fit Premises Act and student housing. Whether residence halls or university-owned student apartments are residential rental units under Utah Code 57-22.
• UOSH and state universities. Utah Code 34A-6-103(1)(f) names “the state” and local governments as employers but does not name state universities.
• General-use pesticides applied by university staff. R68-7's non-commercial license is written for restricted use pesticides.
• R392-200 in shared buildings. How the school rule applies where a K–12 charter school occupies university buildings.
• Campus food manufacturing. Whether any Utah campus creamery or food processing facility is a registered FDA food facility or a retail food establishment.
• APHIS posting lag. Inspections after July 10, 2026 may not yet be posted; the data page will be re-checked in December 2026.
