Campus Dining and Concessions — The FDA Food Code and the Local Health Department
Campus dining is regulated under the same food code as restaurants. Utah adopts the 2022 FDA Food Code through R392-100, and Section 6-501.111 requires premises “free of insects, rodents, and other pests.” The inspector is the local health department for the county where the campus sits, whether the kitchen is run by the university or by a contracted food service company.
What governs this zone
FDA Food Code 2022, Section 6-501.111, as adopted by Utah R392-100: inspect incoming shipments, inspect the premises, use approved control methods when pests are found, and eliminate harborage. R392-100's exemption list does not name colleges, universities, or institutional dining, and the Food Code's definition of a food establishment names “institution.” The same section applies at stadium and arena concessions that are food establishments.

Where dining is contracted, the contract determines who arranges pest control in the kitchens the operator runs. The rest of the campus is a separate question.
