How “pest-related” was tested

A finding was counted as pest-related if it cited any of these sections: 3.1(b), 3.1(c)(3), 3.1(f), 3.11(a) through (d), 3.26, 3.31, 3.51, 3.56, 3.76, 3.84(c) or (d), 3.125, and 3.131. Subparts E (marine mammals) and G (birds) were not in the filter set. Three checks were run. Every report in the window was read in full. Separately, the portal's own section-code filter was run for Utah on every one of those sections, for all years; it returned no research facility finding in the window. Keyword searches of the report text for pest, vermin, rodent, insect, and fly terms found none. Because several reports name covered rodent species (woodrats, deermice, cotton rats, naked mole-rats), words like “rat” and “mouse” appear without any pest finding; section numbers, not keywords, decide the count.

The nearest finding on the Utah research record is outside the window: a September 12, 2023 inspection of Weber State University cited 9 CFR 3.125(a), a critical finding about woodrats that chewed through plastic enclosures and escaped. It is a containment finding, not a pest finding.

What this data cannot show

• Mice of the genus Mus, rats of the genus Rattus, and birds, bred for research. They are outside the Animal Welfare Act's definition of animal, so APHIS does not inspect their housing against Part 3. Mouse and rat work that is PHS-conducted or supported answers to PHS Policy and the Guide, whose findings are not published on any public portal.
• Posting lag. The most recent inspection in the window took place July 10, 2026. Inspections after that may not yet be posted. This page will be re-checked in December 2026.
• Absence of a finding. No pest finding means an inspector did not cite one on the day of inspection. It is not a measure of pest activity.
• Other oversight. AAALAC site visit results, IACUC semiannual inspection reports, and reports to NIH's Office of Laboratory Animal Welfare are not published by the agencies; some may be obtainable by records request.

Which campuses hold USDA-covered species

Each registered research facility files an annual report of covered animals (APHIS Form 7023). For fiscal year 2025, the University of Utah reported dogs, guinea pigs, rabbits, nonhuman primates, sheep, pigs, goats, and other mammals; Utah State University reported guinea pigs, hamsters, sheep, pigs, goats, horses, cattle, and other mammals; Weber State University reported woodrats; Utah Valley University reported a rabbit and other small mammals. Brigham Young University reported no covered animals used or held. None of these reports counts mice of the genus Mus, rats of the genus Rattus, or birds bred for research.
